As of January  1, 2005  companies in Texas representing themselves as an Access Control Company and /or Locksmith Company must be licensed, insured and registered with the state through the Texas Department of Public Safety, Private Security Bureau ( Chapter 1702 ). This licensing entails fingerprinting, photographs and FBI, State and Local criminal background investigations, stringent insurance requirements and regulations.
